Yes, carmakers design their products based on the widest use case. People don't usually carry full load up at 17 degree slope as demonstrated in the video. The video simply showed an extreme example that exceeded the car's capability. Every car is built to a cost, there will always be limitations.
Anyway, I don't think there are many 17 degrees slope in Malaysia, so no worries.
