I am sure you wouldnt want your upstair or next door neighbours having party after midnite.

Midnite cut off is fair for noisy activities but if having drinks with friends without disturbing others, I dont think the jmb will bother.

I think the jmb wants to have something to fall on if such incidents do happen.
