I think your laptop battery is built in right?
once you plugged in your acer laptop, 19V DC from adaptor will enter your motherboard and stop at first N-ch power mosfet. The mosfet is like a valve in a water pipe, valve open water can pass, valve close water can not pass, valve open a bit water pass abit. this Mosfet open/close is control by charger chip model bq24780s.
Acer design the board that initially it use the battery power (11.1v) to trigger the mosfet, so if your battery power is low than it will unable to trigger the mosfet.
your case is sometime on and sometime can not on mean your battery now can hold power just at bottom line of minimum power to trigger mosfet. after some time your battery become weaker and you will totally can not power up.
so replace the battery can solve your problem or modify the circuit a bit so that the mosfet use adaptor power to trigger mosfet instead of battery.
