Actually small and medium businesses Arne profitable to pay higher salary...
It's not the boss songlap, they really can't afford to pay more.
Who do own small / medium business then faham.

Think a little bit "out of the box". The Government both controls the existence of that option, as well as the parameters which decide the most effective choice. In the first case it is entirely in the Govt hands to allow foreigners to work here. In the second, the Govt by the net effect of its policies shapes the economy and job market such that companies have to hire cheap foreign labour or be priced out of the market; an option of "do this or die" is not a real option.

If the Government is truly "hands off" then it would deregulate the economy in Malaysia. Instead they are steadily increasing regulations - that has been the whole critique of the recent budget proposal.
Government sets the rules, bodoh, and in Malaysia the Government controls most of the economy through its funds and proxies

The bulk of the private sector is run by SMEs and SMEs hire more locals than anyone else, proportionately

How do we do that? I mean we are really dependent on them, and big boss unwilling to shift from the foreign workforce to locals.

Who's the "we"? Force shift either you comply or take you business elsewhere.
