My friend has one landed property which has been vacant since VP for many years in selangor.

Recently she secured a tenant and decided to start paying the security fee

However, the RA committee claimed my friend need to settle all outstanding due since VP.

my question is , since this is just a RA and not like strata property that you have MC or JMB, is the RA legally right to stop people from entering the neighbourhood or claim back the long time security fee ?

the neighbourhood is properly fencing and guarded, but under individual title.
and all property owner did not sign any Deed of Mutual Covenant before...

so anybody have experience in dealing this ?

i know alots of old neighborhoods that RA set up their own security, but the payment is on voluntarily one...
but this is quite new development ..

I think her idea is the house is occupy, then only fair to pay the security fee

i think eventually this kind of development (not a strata property but run like a strata) will become big issue unless the Deed of Mutual covenant (DMC) signed before hand. but even if the DMC, if the primary purchaser sell the house, then become problem again..
