Difficult to compete in drama series nowadays with many countries putting lots of money into series production. Many high quality TV series are being produced globally with sky high budget that TVB can never hope to compete. TVB recent experiment to deviate from their old formula to produce short and tight story with better looking set has not been successful, and changing to more sophisticated plot has also failed to improve rating. TVB still mostly cater for the older audience but those market is getting smaller. And facing immense competition from streaming plaforms, South Korea, China etc it will be difficult to really do much. Market smaller means revenue smaller.

80s and 90s have lots of lengthy dramas with complicated inter personal relationship as plot devices. They tried it again with Gem of Life in late 2000s and hit very low rating. From that point onward they already decided such approach is no longer viable. It costs a lot of money to produce long TV series and if it hits bad rating then it is very bad news for them.

Actually TVB drama has lots of triad based stories nowadays because it is the "safe territory". What are missing are historical epics, wuxia, period drama in general, which usually cost more to produce while China has bigger budget and better production set competing with them.
