Device is just device. Then you purchase card from any of the service provider lo? Which one better? I cannot advise because it depends on coverage in area where you will be using the device. I don't even have the device anyway

There is no best or better in SIM coverage. All depends on the place you are and the condition at that moment.
You can have full coverage of Maxis at one part of the island in Tioman, but no line at all at the other part of the island.
Even when you are at the same place , during the day, it might be extremely fast cause everyone is in the office and extremely slow at night when everyone at home.
Use some telco coverage map and see where you want to use it.
