Police or BNM cannot help if it is unsatisfactory work from contractor, if it is outright scam please make a police report ASAP!

For the case of contractor, if you have more info like full name, address / company details etc, you can go to small claim court if the involved amount is less than 5k. The process is quite straight forward and effective.
