Noctua D15s is the best on market.

You can dismantle the radiator remove the fan from it and replace it with the new fan. The annoying sound should be causing by the fan. I help my friend replace his AIO water-cooler coz he not confident to change it by his own.

Normally on my AIO water-cooler it reach max 82 °C then it drop down to 69~74 °C on video converting. On gaming, max 78 °C and average around 58~64 °C. This is recently temperature monitoring 2 weeks ago before I clean my top filter on my casing. Plan to dismantle my radiator and remove the fan for clean in December. Yearly overhaul maintenance.

Penang air quality is very bad. Unless my room is well seal off prevent dusk coming in my room.
