Yes, you download the app and enable the blocklists via Settings > Safari > Content Blockers. Usually when you launch the app they will guide you to do the same. On iOS, the best blockers (afaik) are AdGuard and 1Blocker, although to get the best out of them requires you to pay for the additional features. AdGuard free version should be sufficient for most people, but it won't come close to something like Firefox + uBlock Origin on the desktop.
