RS 1.5 turbo comes with black rim. The one that you saw on the street could be an aftermarket one, or E/V specs converted to RS bodykit with silver rims (just guessing).

By default from factory, all RS 1.5 turbo comes with the black rims.

go with eHev then, or get V spec and install bodykit, or get RS and change to aftermarket rims, there are so many ways to do it, your wallet has the answer

Mine is 3M Crystaline 50% FWS and 40% on the sides. Ofc it looks better darker but I don't want to cari pasal. So far passed all roadblocks, even I kena tahan twice (because of my no plate), they didn't say anything about my tint. But any darker beyond this, I think the chances of getting pulled over is high. I also did the same place in Kota Damansara as ayamxxx when I got the car 2 years back, I think it was 2k+. Can't rmb the exact amount.

The PPF place will do a "paint correction" first (basically it's polishing it to remove all the impurities) before they put the PPF on. You don't have to send elsewhere, it's in a package.

If you can afford, PPF is worth especially the front. My car is full of stone chips so I'm using touch up paint.
Actually I have the same thought hence I didn't do PPF, but then now looking at the stone chips, I regret a little.
