Happened to me once, in the end I took out the spout and turn the flange to loosen the nut, once loosen then the nut can be removed from bottom

I remember having a hard time removing one last time, used a spanar boleh laras/adjustable wrench

I am not sure your basin tap area has enough free space to turn the tap ....if yes, turn the tap anticlockwise and it should lossen. Sometimes the teflon tape is too thick and you may use a penknife to remove before taking out the nut.

remove the flexible hose or pipe connected to the tap, turn the tap counter clockwise with ur hands instead of turning the nut, settle

2nd trick, if ur nut is plastic, heat up a razor blade then cut it

Jam it with screwdriver and turn the tap instead.
