In my opinion, if you wanted to follow the rules to avoid getting in trouble if our dear enforcers come to kacau...you should understand the rules before taking in the 2 strays. However it is pass that now.

Clearly according to the rules u cannot have 2 dogs. And the rules also stated u need to cut off their balls.

Your previous action already broke the rule. So next u can either
1. Let go one dog and cut the balls of the dog you are keeping.
2. Let go both since u cannot cut their balls. Means u are not suited to keep dogs (your moral and rules clashes).
3. Keep both and befriends all your surrounding neighbors and make sure your dogs doesnt cause a nuisance. Also dont let them out from your compound...dogs being dogs..well they will be very excited and harder to control. These steps are to minimize risks.

Anyway what are you doing is not morally wrong, it just does not adhere to the current laws. Good luck.

Btw my dad choose number 3. One day, one of his dog got out from our compound and he swiftly got report. Dog gone and he got a summon. Happened 30 years ago when im not even born and my dad told me this when im around 15 years old. So yeah, he love his dogs because he shared it with me even after almost 2 decades.

I'm doing number 3 right now basically.
If they escape, chase them down.
Give them enough space to play with inside and take them out often so they dont have incentive to run out.

Make sure they dont harm children around and make sure the children understand that they are not a danger, but not harmless.

Even if u tried your best and doesnt make mistakes, others might. For my dad's case my grandpa forgot to fully close the door when he went out, so the dog got out. My dad was working, when he came back he was too late already.
