Screen Time (App Limit), How it work actually?

Hi all,
Wanted to ask, anyone know how the app limits in screen time work actually? I set few apps, WhatsApp, FB messanger, Instagram, it works perfectly. When i set for photos and message, it doesn’t work. Any reason on this? How it work actually? I set 1 min everyday
