I had same problem few months ago. So the reason why you cannot renew via Mysikap online (if you get the no photo message) is because they were using the old system where need a new picture for just the driving license.
The new system is getting the picture from your IC and not a separate picture anymore.
The only way to solve this is by getting an appointment with JPJ to do the renewal. They will use the image from your Ic and your current driving license card will be changed to new one with same picture from IC.

Retrieving IC photo from JPN database to use for road tax isn't exactly a new system, at least not something that started few months ago. I remember this was done at post office too when I renewed it 4 years ago. No hassle and I wasn't required to visit jpj even though it was the first time the photo was retrieved this way.The new system is getting the picture from your IC and not a separate picture anymore.
