those no are just gateways no.
it could be anonymous subscription service, it could be international call, could be telemarketing number.
my parent / friends often get that +60301 number when I call them from UK or when using skype.

example: redtone is providing such services. when you subscribe to them, you no. will be displayed as +60301 on the phone you called.
so you cant track the no actually nor blocked it.
