Why my zcity transaction failed when making a payment?

Some bill payee only accept 1 payment per account per day.

ZCITY don't accept Amex.
FCB gives 1% cashback (max RM50) based on all retail transactions except:-

Cash.
-Payment to JomPay

I don't think so.
As far as I've known, all payments in Zcity app is made to Gem Rewards , which is not an ewallet.

By right is eligible.
But recently a few members here reported unable to use PBQM on zcity app. But PBVS can.
