if zcity confirmed only 1x payment captured, then raise a dispute/chargeback to the issuing bank (card)

reason: goods not delivered


payment gateway (ipay88)/acquirer bank will eventually receive chargeback notice and they will need to submit documentation that goods has been delivered.

in your case, they will not able to provide the supporting documents because the 2nd payment was not captured by ipay88/zcity (in order to fulfill the goods)

likely a short test upload before bigger bulk coming later

however, the real issue is their app login session management. if a bot can be built to store/handle multiple accounts without actual login from app, imagine the impact if the bot got leaked/exposed to another party.

bills also got limit per day / per month.

not everyone has bills exist in zcity. eg I don't use astro or celcom, so these are useless to me and you.

also, not everyone has many friends or family to help pay bills. they already have their own preferred ways to pay bills already.
