You can request transaction ID# with Zcity and provide to Celcom CS to verify.

Previously i did facing on Digi as well but able to resolve by this way.

i aks zcity, zcity said 1 only.
asked me to show transaction ID.
i showed all 3 transaction IDs to zcity.
Then zcity said only one was captured.
SCB said all three transactions were complete and mkney goes to zcity.
i told them zcity said only once.
At last SCB returned me 2x money saying on courtesy.
I am actually not satisfied with the solution because there is no close loop on Zcity side, taken money but didnt deliver good.

As i heard, the Shell RM100 voucher is split into few : RM20 x 4 + RM10 x 2 (like messy if need fuel up for car)

Yes MCMC regulate the platform only but on operations side    It should KPDN unless later said anything to do payment just the buck again to BNM 🤦‍♀️

Looks like An Wars replaced Hal-Ehwal Pengguna with Kos Sara Hidup. If zcity eating your money result in higher kos sara hidup due to loss of disposable income, you can still report to them.
