Honestly for that budget not much for new, new laptops for that price are usually pretty low spec

You will get a better deal buying say, an old ThinkPad

RM2299 Cheapest laptop I know with Full HD screen

For Photoshop use I strongly suggest a screen with Full HD and above, 1920x1080
Many entry level laptop comes with 1366x768, making it hard to use, all the icon will looks bigger, workspace very cramp

RAM recommend 8GB or above, if only 4GB, add a few more layer on PS will slow down a lot.
If you did get a 4GB model, make sure there is a slot for future upgrade. Many entry laptop today, their RAM are non-upgradable

I think it's best to invest in a more durable and good quality laptop if your main use is for Photoshop as you will be doing a lot of heavy exporting stuff.

But here are some budget laptops for Photoshop users that that I came across, you may consider but they are still a little higher than your budget:

- Acer Aspire 5 / Nitro 5
- Lenovo Flex 2-in-1 / IdeaPad

It's advisable to get a used one in Carousell if you're low on budget. Over there has so many good specification suitable for your usages.

To use Adobe Photoshop, it is always recommended minimum of 8GB RAM. Nowadays OS and software required more RAM than before. Windows XP with 4GB RAM is over. Since Windows 7, you need minimum 8GB of RAM else you might always questioning why other people laptop load software, photo and basic games way faster than you own laptop.

Yes, there are many entry level laptop now give you non-upgradeable RAM because they are shoulder onto the motherboard. 4GB RAM laptop or desktop is only suitable to run on Linux. Windows-based laptop should be on 8GB RAM minimum.

Yes, it's better but unfortunately TS budget only 1.5k-2k, unless go for used unit to save a few bucks.
