Had a friend whose uncle consulted for one of the big developers. They didn't want to pay him. Finally, engaged in court case and spent tonnes of money. Fortunately for him, he had deep pockets as well. Managed to win the case with cost. Imagine someone who doesn't have maybe millions to spend on good lawyers. Have to accept whatever settlement they are offering.
