I use either Windows Movie maker, Ulead Videostudio or Adobe Premier Pro.

If you bothered to check properly, you can use Movie Maker to create subtitles. The program is quite simple and easy to use.

This is one of the most popular and also a freeware. I installed it some time back but i can't get the time codes to synchronize to cue it (inset tc for start and end of conversations)

try using adobe encore. I think i read somewhere that it can be done with the time properly sync. Though I haven't use it ...
