What I see is the syringe is already empty. He try to push plunger(it did not move)
Then he pull/draw you can see a dark liquid fill in the barrel(blood).
Then this time he push again.
The plunger position b4 and after looks the same.


I have no medical background. Want to ask why a need to pull/draw action for covic19 vaksin?
