UPM is considered ok not bad la. If you're from KL, considered not bad, located around Seri Serdang.

I personally have a Tuition Teacher who works at the CS dept. there.
It isn't as bad as you think.
If not mistaken UPM ranking also not considered too bad in contrast to UTM USM UKM.
Location wise, UPM is great. Foods nearby, there are also shopping mall nearby. Best of both world.
However, public transportation sucks, only until 2022. Imagine without MRT, you will be stuck with KTM

During my time, I do have the mindset, I would prefer to go to recognized local Uni, with the lowest fees. Since I'm Bumiputera, I went to UiTM.

I guess that there are more opportunities of being offered grant to continue Master's/PhD in RU than non-RU.

By the way, instead of looking at universities, why not look at the curriculum of the courses from each universities?
My only regret was not analyzing the curriculum before applying. UM has the best CS curriculum among all RUs. They offered a few more subjects on mathematics, which could help in AI and ML.
3.17? UKM is the best bet for you lol.
UPM and UM is kinda risky. Could try apply to USM, not guaranteed though.
