Just wondering if anyone facing the same issue as me.

It has been for couple months that the launcher only run at 1MB/s download speed, and the game data download speed is capped at 2MB/s.

Used to be able to download at full speed.

Hmm I've actually never took notice on the download speed. But it usually doesn't take long to download an update.

Is there any settings for the launcher?

I have never put any settings to the launcher.

I also looked up internet and followed the steps, no difference.

Only when I enable full VPN using Mudfish VPN service then the launcher will download at full speed. Without VPN, the download speed is throttled at 2MB/s max.

Oh nice. I am using MUDFISH too but only when I log into the game server.

When it's downloading updates or login launcher then I won't use the VPN's bandwidth.

same here, my gw2 download speed is capped at 1/2mbps.
it doesnt take long, this is a full client, i buka my PC and just leave it there, few hours later im able to play

Proven that TM throttle AWS download bandwidth.
