Mostly are related to untraceable owners. Next of kins may not have knowledge of the property.

Other possible causes are disputes between registered owners.

Not an easy problem to resolve as it involved legal matters and NLC.

May be the solution (for abandoned available home) is to fill them in with migrants as how it has happened in Europe
