I had the fortune (or misfortune?) of having dinner with a flamboyant boomer last year. I observed that he calls out to restaurant staff by clapping his hands twice.
Is that an acceptable practice?

Depend how they clap I guess, if the double clap like calling your khadam then probably rude lol.
better if the eatery put bell or buzzer on table if their waitress doesn't pay attention to the tables, rather than that zhut zhut whistle like calling your pet
depend on what kind of restaurant you go and which part of country you're being into.
me, as a normal cat, i seeing clap or snap finger is making them sounds like very high keras one, like royal or vvvvvip, or at least wannabe cringe
you do that on warung, you will look very outstanding yet cringe
you sweet like order mamak at 5 star hotel, you will look very kampung
you go to italiano or espana theme restaurant, it will look normal... as people might take you as trying to blend with the theme, like when you as cainis will automagically speak mix tamil when order some teh tarik and nasi lemak at mamak.
default?
raise hand, say "excuse me waiter, can i have-" or equivalen

I find it cringy... I just wait and wave at waiter . If not available , just wait until they appear.. I don’t like to be those demanding type

Waiters who are properly trained will respond by just eye contact, and also, in a formal setting waiters are constantly on the lookout for customers needing service. Unker used to bitch a lot about poorly trained waiters, but retarded uncivilised mareahsians are far more common. But a good waiter will get a good compliment from unker at the end of a meal (unfortunately unless its a special occasion being a cheapskate malingsian, baru ada tip la or a particularly attentive young waiter mebbe, old waiter meh why DAFUQ u still waiting after so long )
Every proper place ayam been so far - unker just establish direct eye contact with a waiter, they come serving - speak softly and respectfully they will serve you well (unless well again in Marehsia again lmao). This is the expectation and standard, no need to treat them like dogs/pets like 2" malingsia wannabes. Worse case raise a hand, but its not nice in a restaurant setting, so most trained waiters know u get a hand, u fcked up.

I raise my hand but if the imbecile waiter still not pay attention I would then give a loud clap at them.
Sometime need to do this. Waiter/waitress not attentive, dun care to serve guests cos no mandatory tips so still get celery and shared 10% service charge.
I worked part time as waiter before. Just a kinder reminder, those that clap to get attention just make sure dont order any drinks afterward. Sekian terima kasih

Depends la
If restaurant treat u like dog then sure u act like dog la
First time i try to raise my hand and make eye contact, you ignore me eventho you made eye contact with me. Second time i shout hello, and nobody seems to noticed me or pretending that i am not exist. Third time i zhut in high pitch.
A danger to eat with such people. You never know what extra ingredients are being serve to you. Pizza sprinkle with dandruffs in replacement of cheese and drinks mixed with nose mucus to enhance flavour....I'll leave it to your imagination.

Same like some people think you make zhut zhut noise to call ahneh is rude
This zhut zhut (kissy sound make by pouting the lips and such) noise is considered rude in Africa.
A buddy was relocated to africa on a project contract. He didn't know, he make the zhut zhut sound when calling the waiter. His Africa colleagues told him do not do that. It's rude there. Instead, they make the hiss sound when calling waiter.
