I've been throttled at 900KB/s per TCP connection for CDN hosted content like github (Microsoft Github, you'd think the CDN was local!) and anything outside the country (yes, even Singapore) goes at ISDN speeds. only the way solved the issue is switch ISP or use VPN by pass
TM will not solved this pro-longed international link issue , even fixed for awhile the issue still will persistent and they wont bother anymore even you feedback to them.
