The pax & you will be liable. You must check yourself he has got the travel permit from police.

I'm sure you will face some difficulty in trying to check if the pax has a valid permit. Some may not like it.

Politely say " Sir I need a copy to submit to company". " If you don't mind I'll take a snapshot with my phone".

You are on the safe side by keeping a copy, just case any questions arise!
