 Where to fill tyre/wheel with cement?, Penang

I want to fill this tyre/wheel with concrete to support a T-bar metal I have. This T-bar metal is used for tying clothes line too.

Where can I do this or who can I contact to help me?

I am from Penang.

Can get a bag of cement/sand premix at ace hardware or local shop and DIY.

Normal OPC cement + sand bag should be around 16+5 bucks at your local hardware shop or building material store.
You can add in "rebar" chicken wire mesh or use rubber strips (cut to mini french fries) so the concrete don't crack so easily.
