did you try to shoot at other zoom levels? 10x? 9x? may be caused by the maximum zoom.

-edited, just got more info from ur first post

http://www.dpreview.com/reviews/panasonicfz20/page9.asp

* Very occasional exposure problems
* Focus at extreme telephoto sometimes hunts, occasionally misses
* Some red fringing at 12x/wide apertures (rarely seen in prints)
* Images can look a little soft viewed at 100% - sharpen up well though

so did u turn ur OIS on?
or just the wind working against u? that's y some blur?

my suggestion... (not a pro, just personal opinion)
dont fully zoom ur camera (close up instead), use spot metering/macro mode, bump up ur ISO, set faster shutter speed

or any other sifu got better suggestion?

That is the effect of the close-up filter. Use higher f number (f8) as the DOF is too shallow. Use a tripod and manual focus if possible. Keep on practicing to get use to taking pictures with the close-up filter.
