I think the question is not whether "is the water strong enough at low pressure" but rather "can the water heater work well in low pressure (scale down the heat at low levels correctly)", cos i had a ciplak MIRA brand one that cooked me everytime i take bath at normal hr.. have to bathe at midnight.
Now using panasonic. Works great even at low pressure. Am paying condo rate of 1.38/L so if i use for long periods (washing hair) i purposely reduce the water volume to half to save $, and it won't burn me.
I would say as long as you don't have severe issues with low pressure you don't need a pump.
