Yes it is. Usually caused by lack of sleep (less than 5 hours a day) for several days or weeks. The long term effects caused this black eye effect. In the long run, it is not good for health too if not getting enough sleep, consistently.

Very similar to circles, because I get the same ones when I stop sleeping properly. Panda eyes sound really cute, but there are health implications. It could also be a reason to see a doctor for a consultation. Keep an eye on your health.
