Thats not coordinated problem. The Ministry of Defense has not yet submitted a proposal to the President when the Ministry of Finance signs the PSP. If you think Indonesia can't make a simple coordinated like this, Indonesia never exist till today. From CNBC

This issue come from military observer. So, its not goverment that making this noise first. People that saying goverment making noise is making wrong judgment and he always like that
