For Taiwan case, road also not same level. The vehicle had slipped down a steep embankment onto the train tracks.

Even China HSR also get accident.

This picture show China HSR track. More or less same with Taiwan if on hill side.
If something drop down from hill, not only maintenance vehicle but also rock, land slide etc. It will be same case.

If somewhere on flat land, of course can make elevated above everything.

Maintenance vehicle @ lorry drop from hill to train track. It's not drove there like normal car in city.
So make elevation, not same level road irrelevant.
That topic of elevation already lari tajuk. understand..
