Locked iphone, How to unlock/restore

So I've gotten a locked iPhone ( Apple ID locked and phone pin locked) from some1. It has been sitting there for two years. Is there any chance I can restore it?
Brought it to an Apple store and they said I would still need the original Apple ID and password after I restore the phone, to use it as new, is it true? Is there anyway I can restore it as new iPhone to use? |

Sell it for parts. If unlocking were that easy thieves will have lucritive business stealing iPhones.

Is there any chance I can restore it? Apple id can be unlocked on certain locked devices. The thing is if worth unlocking or not. Unlocking certain models can cost up to more than 1k. You can also opt to replace the logic board. Brought it to an Apple store and they said I would still need the original Apple ID and password after I restore the phone, to use it as new, is it true? It depends what iphone you have. I had success with iphone X around year ago. There is information in google you just need to dig deep.
