Is this the first time you run Windows Update ? If yes, then high chances it is scanning your hardware and software for a list of updates before downloading it from internet.If no, did you recently upgraded your computer such as changing mainboard or certain hardware ? If yes, then its the same steps as above.
If still no, then high chances your Windows Update is broken.
You may want to check is there any software that was recently installed ?
