According to guru3d stable at 5.1ghz with 1.5v
Idle 74w
Single thread load 116w
Multi thread load 248w
Watt per core at all core load 31w
Temperature at 67c on lcs
Depends PL2 short term maximum power draw for a processor

You saying your friend stable at 5.5ghz for how long? usually needed to be tested over 24 hour or week using benchmark like prime 95

From my personal experience try add more voltage hit the specific speed you needed optional fan directly blow vrm

Check cpu and system temperature slowly reduce voltage
Disabled cpu state 1 blah power saving mode

Most of the time user will say stable specific target without bsod for how long? like your friend

Some circumstances even stable everytime turn on pc without bsod doesn't mean there are no bsod or hang after some gaming session
Bsod Can appear after long enough idle

Guru3d most reliable hardware review 1.5v stable at 5.1ghz you and your friend @1.38v possible your friend doesn't told whole story or just trolling with you

Edit , try run a firemark for good 30 minutes , make a comparison from your friend score

Fried really? Is intel,they make a good processor, the only problem are long term which causing motherboard CPU behind leaving burn mark and shape change

Don't you remember story of socket 478? 1.65v no problem at all
