yes, your psu too weak for i7, i did'nt know about your gpu bout i7 10700k atleast more than 650w. you can run but and psu can give power , the lower psu like 600, more volatile the output voltage. need more info about pc, like gpu maybe your cpu running and your friend both gpu and cpu are running. maybe.
