Laminate best be used near places with high moisture or heat, other than that melamine will work fine, looking at contractor B, he quoted with the quartz ctp is it then cheaper than contactor A?

No no laminate for base and melamine for wall hung, which is correct, and PVC carcass basically functions like laminate where outer layer is pvc and inner is some form of filling like laminate wood chips or plywood. Go for the quartz top it will look way nicer.
