Until recently Bob Swan push more team members for 10nm but production yield issues really giving Intel a headache. 2021 hopefully will see this improve and by end of 2021, we should have 10nm Intel CPU for desktop.

Yes, Intel problem is mostly production issue. It also depend on company culture. I doubt a single team can be responsible for the fate of a multi billion dollar company. lol
