Outstanding management fee by developer

Hi all,
I bought an unsold strata landed unit from a developer recently (with some discounts).
After they handed over the key, I found out from the JMB that the developer is still owing 3 months management fee and the advance management fee that i paid to developer was not paid to the JMB.
The JMB refuses to grant approval for me to renovate my house as there is outstanding management fee. Is there anything that I can do?
Hope i can get some guidance from the sifu here..

Dohh what is your lawyer doing? SnP stated should have reserved atleast 10% of the price such such issue (if lawyers had not settled prior approving payment) and other purposes. I think no choice now u have to bug your lawyer for that. Can also report to authorities but im not sure should be under KPDNHEP or not. you will need to spoke to the developer site and ask them to pay for the management fees. If they refuse to do so, then you just pay for it so you can reno your house.
Since the developer got give you some discount, so you may treat the discount is part of the payment for the management fees.

But, they have also taken my 4 months advance management fee. they cannot keep the money right..
