Photography permit/clearance to shoot at location

Hi all, I recently started to shoot small commissions for friends for some lifestyle shoot. And so, we went to Menara Mustafa Kamal and Empire Damansara.
At both location, we were being told that if we need to shoot photos there (I had a DSLR with flash so it looks pro), we need to apply for a permit. It's okay if we only use phone.
I tried to look up about how to apply for these stuff online but to no avail. Really cant find any info on whats the permit/clearance we need to shoot at certain locations in Malaysia.
Anyone here has experience? Appreciate it a lot!

Look for the PR of each respective location. The moment you had flashes on, it may cause other customers/visitor to feel uncomfortable.
There is no one permit shoot all location. You just got to check on of each location.

usually private properties need to apply permit, if those guard ask you not allow for photoshoot, either you leave or ask the guard where is the management office for apply permit letter (usually you need to pay for using their place)
