Buy from reliable sources and it should be fine. Like kldslr, altechcamera, shashinki, ylcamera, slrcentre, n4camerastore, photodepot.. These are a few that i have dealt with before. As usual, the risk of used items still apply and each store has their own warranty methods for used items and discuss with them about their return policies.
If budget is real tight, then choose a good lens you will use most often first, then get a decent body to match it. Don't blow your budget on the body and don't have enough for a good lens. A good start for me will be around 35mm or 50mm prime to start your photography journey. When you have more budget next time, then can always get better lenses.
You'll be surprised, you can get pretty decent ILC for not much to begin with!
