 Double-storey MBPJ Renovation, Permit & Fee (change from 1 to 2-stry)

I purchased a property beginning of last year in Petaling Jaya, Selangor. It is a single storey corner lot. The area is 75 feet x 42 feet, with cut at one side for road. Original build up area was 45 feet x 22 feet, with extension till the end and temporary extension for drying yard at the back left corner by previous owner without any renovation permit from MBPJ. I would like to build 3 more rooms on a new storey (43 feet x 22 feet) and make drying yard permanent (15 feet x 11.5 feet). It is for personal family residential staying purpose. I know a contractor who can renovate, but he just renovates and will not be involved in the application for renovation permit. I am not using bank loan for the renovation.

So far, I have contacted a draughtsman, who seems to be new to MBPJ process. He submitted all necessary documents (including certified plan by another engineer) using B03 form in the second quarter of 2020. Due to COVID-19 lockdown, he was only able to meet MBPJ officier on 24 Dec 2020 (can't imagine why it took so long as the whole country lockdown was just about 2 months, why need to wait more than half a year only can meet officier?) However, later the draughtsman informed me that it needed to be get approval from town planner, and the permit renovation could be around ~ RM20K to RM30K.

Based on my study, we need to get town planner's approval only if we change a resident propery to business property, like kindergarten, hotel budget etc. http://www.mbpj.gov.my/sites/default/files...gunan_ver_3.pdf.

My questions are:
1. I do not see any info under B03 form that says if we extend > 50% of original area, we also need town planner's approval. Does anyone know where I can get this info?
2. I am okay to pay necessary renovation permit fee (RM20k to RM30k), I just want to know the breakdown/details/formula for the fee culculation and where I can get it? I can't find the info either in B03 and also B01 / B02 forms. Anyone knows?
3. I am not sure the draughtsman submitted all necessary documents by himself or he had a runner. If I hire another runner, does it means I need to go through the same process all over again (re-submit all forms and document and wait for appointment with MBPJ officer)?
4. Also anyone can recommend a good runner who is reliable and familiar with MBPJ process? How much for runner fee to change a single storey to two storeys for a corner lot?
5. I would like to renovate my house ASAP so I can move in the house by 3rd quarter of this year. If to extend another storey and it takes so much time to get approval, I think I might decide to just retain as single storey. Do I need to need to go through the same process again if I start all over again and decide to maintain the single storey and how long is the waiting process in this case?
6. I saw that some owners can access this site about the renovation online documents (http://osconline.mbpj.gov.my:8080/). Is this system for the runner or the property owner?

I really appreciate your input as I am at my wits end. Thanks in advance for your assistance.

My own renovation approvals were less than RM 5k including the draughtsman fees but I lost his contact, done 6 years ago and mine is conversion from 1 storey to 1.5 storey

Thanks for your valuable reply @dayalan86. Do you suggest I should hire another draughtsman under MBPJ panel list or use the same draughtsman together with a runner? Is just draughtsman enough or need to hire runner as well to expedite renovation permit approval?

How long did it take for your permit to be approved?

They are so used to submitting the drawings and they know all the do and don't so could save you some time. Price also I feel it's reasonable, but if you have someone to draw for you free, then it's diff case.

Did my reno couple of years back and end to end took about 2 weeks (helped by neighbour who's working in MBPJ to expedite), and about RM 4k or so. But this is just front extension and back extension without changing any structure to the house.

Have tried to call MBPJ to get MBPJ panel list, but can't get through (Updated: MBPJ told me the panel list is not for private residence but only for city project). Could you help to provide contact of your draughtsman/runner / PM me? Just contacted a runner he said he will charge ~ RM 3k to RM 4k just for runner fee.
