My questions are:
1. I do not see any info under B03 form that says if we extend > 50% of original area, we also need town planner's approval. Does anyone know where I can get this info?
2. I am okay to pay necessary renovation permit fee (RM20k to RM30k), I just want to know the breakdown/details/formula for the fee culculation and where I can get it? I can't find the info either in B03 and also B01 / B02 forms. Anyone knows?
3. I am not sure the draughtsman submitted all necessary documents by himself or he had a runner. If I hire another runner, does it means I need to go through the same process all over again (re-submit all forms and document and wait for appointment with MBPJ officer)?
4. Also anyone can recommend a good runner who is reliable and familiar with MBPJ process? How much for runner fee to change a single storey to two storeys for a corner lot?
5. I would like to renovate my house ASAP so I can move in the house by 3rd quarter of this year. If to extend another storey and it takes so much time to get approval, I think I might decide to just retain as single storey. Do I need to need to go through the same process again if I start all over again and decide to maintain the single storey and how long is the waiting process in this case?
6. I saw that some owners can access this site about the renovation online documents (http://osconline.mbpj.gov.my:8080/). Is this system for the runner or the property owner?

1. Renovation >50% of existing house area at MBPJ requires planning approval. You can check at MBPJ planning and/or building department. It is not necessarily in any printed form available for the public, but in local authorities' guideline for internal use only. You may however check this out for MBSJ https://www.hba.org.my/news/2008/07/follow.htm
2. Your case requires i) planning approval, ii) earthworks plan or exemption, iii) road & drain plan or exemption, iv) building plan + temporary permit approval for hoarding/signboard. Consultants required are town planner, C&S engineer and architect.
3. Only qualified person (QP) can submit the application and MBPJ requires copy of the QP appointment letter in processing the application. Runner or Draughtsman are only middle man who gets the professionals as in 2) to endorse the plan or prepare letterhead. They are generally more familiar with building plan application (thus using borang B3) but not really with other applications so they may not know what they are doing. I do not understand the part of engineer certified plan, is it structural plan? If building plan for house only architect or registered building draughtsman can do it.
4. dayalan86's renovation is < 50% of existing house area, only required to submit building plan. Your case requires 3 professionals. My advise is get a professional architect to settle all for you, and for peace of mind.
5. Approval process in item 2) is sequential process, and can take up to 1 year. If MBPJ allow concurrent submission then time for approval is shorter. Last I checked 2 years ago they didn't allow. Lets say you cannot wait but need additional room, then you may consider to add 1/2 storey only like dayalan86 (approval 2 weeks upon submission). If you want full 1 storey addition then follow above process. If application for any of the above process is done halfway, then yes you need to resubmit afresh if using new QP. If one step already approved then is easier to get new QP to take over.
6. not sure what is this, but forms are generally available for the public.
