PLC 2-pin to E27 converter, Safe to use?

Not sure if this is the right place to ask as I didn't find any Home Improvement/DIY Electrical subforum. Anyway is that thing safe to use?  PLC 2-pin fluorescent bulb quite hard to find already. At least with E27 there's plenty of LED bulb nowadays. Is it safe to use that converter in the long run? (If any qualified electrician can answer I'd appreciate it very much.) My house got 12 of those that I really want to change. TQ.

is it downlight? why not change it to led type?

ABCD is something like the following:  I don't see how I can DIY change the main fixture. Last time (10 yrs ago) when my mum ask those people that do the plaster ceiling they went for G24 (PLC 2-pin) for reason that I don't know what, probably that time still easy to find such bulb. And yes I think this is called downlight like you say. If I can DIY most thing for sure I'll change to E27 base but I'm out of idea now. Probably if ask electrician to come change also they might need to break the plaster ceiling.

TQ. the current downlight is held by 3 clips, u gotta remove all the clips for the downlight to come down

Mine's like a very old type that has an outer housing (which can be snap pull-out) and an inner housing that is locked in place by screws. And probably has a ballast inside that needs to be removed too in order to switch to LEDs. This is such a hassle so I guess I'll just stick to PLC-2pin then. Online can still find people sell it. Thanks again.
