Which mean, most movies with higher bitrate will ONLY fits in dual layer DVD (DVD9).

Higher bitrates can often mean better picture quality so many Hollywood DVDs are DVD-9 discs. That said, if your video was shot with a miniDV or DV-CAM you may not see that much of an improvement with higher bitrates.
