I can highly, highly recommend Ruth Tai. Best work I've seen in or around KL, and I've tried quite a few. They used to be in Suria but are now up near Wangsa Maju. Should cost about 30 ringgit, I think, to shorten those sleeves. They've done a couple dozen shirt sleeves for me.
