Not sure about the building law but for condo, it should be minimum 10ft height. (from ground to ceiling minus the thickness of tiles and plaster ceiling)

If the actual height is 10ft before installation of plaster ceiling, your only options is to remove the plaster ceiling or to live with a lower ceiling height.
